Start With the Existing Finish
The work plan starts with the coating. Previously painted texture can reduce moisture absorption and change how readily the finish releases.
Painted Texture Changes the Decision
Open living areas require careful transitions where one ceiling continues through multiple rooms. Broader resurfacing may be more useful than many isolated patches when irregularities are widespread.

Repairing the Exposed Ceiling
Sanding and primer are separate checks in the process. Primer creates a consistent base, but it should not be expected to hide ridges or unfinished compound.
The finishing scope may include ceiling repair, skim coating, sanding, primer and paint. Not every ceiling needs every stage.
What Affects the Estimate?
Area is one factor, but it does not describe the whole job. Height, access, number of rooms, furniture protection, coating, substrate damage and the finish required all contribute to the scope.
The popcorn ceiling cost guide explains why two ceilings with similar dimensions can require very different preparation.
